More than 340 vacancies in the cadre
of superintendent have aroused consequent to the promotion of superintendent to
the grade of Asst.Commissioner vide order No.192/2014 dated 22.10.14 and are
lying vacant for three months. And at present there are about 404 vacancies in
the cadre of Superintendent of C.Ex including the backlog vacancies.
In this regard it is brought to the
kind notice of the Chief Commissioner, that the President, Shri.Anupam Neeraj and
Secretary General, Shri.Abhishek kamal of All India Central Excise Inspector’s
Association are visiting Chennai on
30.01.2015.
It is requested that the Chief
Commissioner, CCA, Chennai C.Ex Zone may like to give an appointment to the
office bearers of the All India Body in this regard on 30.01.2015. The office bearers of the association would also
like to bring to the notice of the Chief Commissioner other issues of the
cadre.

This association has been repeatedly
requesting the Chief Commissioner to hold DPC for promotion to the grade of
Superintendent but till date nothing seems to be positive in this regard. Almost
all the central excise zones have already conducted DPCs for filling of such
consequential vacancies and it appears that in Chennai CCA, action has not been
initiated to conduct DPC even after repeated requests by this association.
The officers are loosing morale and
financially they have been denied their due benefits by not giving promotions
to the eligible officers. In this regard this association again humbly requests
the benign Chief Commissioner to kindly look into the issue and convene DPC
without any further delay. The already stagnated cadre is loosing morale and further
delay would also cause loss of all India seniority in the cadre of
superintendent.
Also it is requested that an
appointment may please be given to this association on a convenient date to
submit the grievances of the members of this association.

It
is submitted with due regards that during the interaction of the members of
this association with respected commissioner on 19/11/2014, it was assured by
the commissioner that review DPC in the cadre of inspectors will be conducted
on 24/11/2014 and DPC for filling of vacancies in the grade of Superintendents
will be conducted on 26th or 27th of November 2014.
However, it appears that no such
DPCs were convened. In this regard we once again request the respected
Commissioner to fill up the vacancies in the cadre of Superintendents at the
earliest. Also early and appropriate
decision may be taken with regard to the review of the earlier DPCs conducted
for promotion to the grade of Inspectors.
We
also submit that there is huge apprehension in the cadre regarding loss of
seniority wrt other zones, since no clear instructions are existing. Further we
would also like to bring to the kind notice of the commissioner that the
officers who have not received MACP and are likely to get promoted may incur
loss financially if promotions are not given immediately.
We
once again humbly request the Commissioner that appropriate and immediate
action may be taken in this regard.

05.11.2014 requesting to conduct DPC for promotion to the grade of
Superintendent of Central Excise against the 340 number of vacancies arised in
consequence to the promotion of Superintendents to the grade of Assistant
Commissioner .
In
this regard it is also brought to the kind notice of the Chief Commissioner
that promotion orders to the grade of superintendents were already issued in most
of the zones under Central Excise cadre control, in respect of consequential
vacancies aroused out of promotion to the grade of Asst.Commissioner.
It
is also learnt that when the
representatives from local branches viz Madurai, Coimbattore etc requested the
Commissioner, Chennai-I Commissionerate, for conducting immediate DPC, the
commissioner has opined that there is huge vacancy in the cadre of inspectors
and further promotions from inspector to superintendent cadre may further
deplete the strength of inspectors cadre.
The
above opinion doesn’t appear to be justifying as the vacancy in inspectors
cadre has to be filled by direct recruitment by SSC (67% vacancy ) which may
take more than 2-3 years to materialize. Till such time denying the promotion
to the stagnated cadre of inspectors is not justified and is not proper. And
unless these vacancy in superintendent level are filled up by promotion, the
true projection of vacancy in cadre of inspectors is also not possible.
As
such at present the superintendents are doing the work of both Superintendents as
well as inspectors and even in case these inspectors are promoted to the grade
of superintendents they will continue to do the same work as they were doing
earlier, with more responsibility on their shoulders.
At
present there are more than 430 vacancies in the grade of Superintendent cadre
in Chennai C.Ex CCA and only way to fill such vacancy is by promotion and not
providing promotions to the feeder cadre who are waiting for 12 years in hope
of promotion, is denying their right for career advancement.
Since
all India seniority is maintained in cadre of superintendents any further delay
in convening DPC for consequential vacancies in Chennai Central Excise zone
would hamper the chances of Chennai Zone officers in placing at appropriate
position in all India seniority. Hence the kind chief commissioner is requested
to convene DPC immediately for promotion to the grade of Superintendent.
Kind
action of the Chief Commissioner will boost the morale of the stagnated cadre
and thereby improve the efficiency.

It is brought to the kind attention of the Chief
Commissioner that consequent to the promotion to the cadre of Assistant
Commissioners, about 340 vacancies in the cadre of Superintendent of Central
Excise have arisen in Chennai Cadre Control Zone. In some of the zones like Jaipur and
Hyderabad action has already been initiated to fill the consequential vacancies
that have arisen in the cadre of Superintendent.
Since
the seniority of the superintendents is maintained at all India level, if there
is any delay in respect of our zone the persons from the other zones would gain
seniority over the Officers of Chennai Zone.
The
stagnation in the Chennai Zone is very high. If the promotions are ordered
immediately, it would help the Officers to get placed in a better position in
the all India seniority of Superintendents which would help them in their further
promotion prospects. Therefore, it is
requested that immediate action may be taken to conduct DPC to fill the
vacancies that have arisen in the cadre of Superintendent.
